According to police, the incident occurred on November 2, 2025, when Ms Kapungu accused the girls of stealing K7 she had left in her handbag.
She allegedly whipped them with a stick, burned their hands with matchsticks, and beat them until a neighbour intervened.
The victims sustained serious injuries, including swollen faces, bruised hands, and in the case of the 7-year-old, urination of blood. They are currently receiving care.
Central Province Deputy Police Commanding Officer Lemekani Chirwa confirmed the arrest, stating that Ms Kapungu will face court soon. The police have commended the community for their vigilance and warned that inhumane treatment of children will not be tolerated.
