Jessy Lubemba Matatila, an aspiring Council Chairperson for Kapiri Mposhi, has addressed misconceptions about the local authority’s leadership title.
With Kapiri Mposhi having multiple constituencies, some believe it should automatically have a mayor.
Ms Matatila explains to KBC news that constituencies are for parliamentary representation, while local authorities are governed by the Local Government Act. The title of civic head depends on the council’s status: city or municipal councils have mayors, while district councils have chairpersons.
“Kapiri Mposhi is a district council, so the appropriate leadership position remains that of a council chairperson,” Matatila stated. An upgrade in status requires formal processes and approval, considering factors like population and economic activity.
Ms Matatila emphasizes that the focus should be on quality leadership and service delivery, rather than titles. “Whether led by a council chairperson or a mayor, our focus must be on development – better roads, improved services, and opportunities for our people,” she said.
